National port modernisation programme tied to Cabo Verde's blue economy strategy, which targets 25% of GDP and 35,000 jobs by 2030. A new cruise terminal with capacity for 6,000 passengers opened in Mindelo in June 2025, within an investment package backed by the European Investment Bank and 105 million euros of EU funding. It is a multi-site programme (Mindelo, Fogo, Brava) rather than a single organisation.
